Because their property was not adjacent to the city limits, the petition included an irregularly shaped, 23-acre strip of land owned by the Plaintiffs, which connected the Forrest Property to the city. This combined tract shared a 930-foot boundary with Carlsbad. The annexation was conducted under New Mexico’s “petition method,” which requires, among other things, that the territory to be annexed be “contiguous” to the municipality. Plaintiffs, whose land was included against their will, challenged the annexation ordinance.
