Case Brief Summary & Legal Analysis
tl;dr: A man held for trial in a Virginia state court sought release via federal habeas corpus, arguing he had a valid federal constitutional defense. The Supreme Court denied the writ, holding that federal habeas cannot be used to preemptively adjudicate a defense before a state court trial.
Legal Significance: This case establishes that federal habeas corpus is not a tool to bypass state court proceedings by litigating a federal defense before trial. It reinforces principles of comity and the orderly administration of justice, requiring state courts to first rule on such defenses.

Case Facts & Court Holding
Key Facts & Case Background
The petitioner, Crouch, was held in custody for trial by the Hustings Court of Richmond, Virginia, for conducting business as a “sample merchant” without a license, in violation of a state revenue law. Before commencing business, Crouch had tendered payment for the license tax using coupons cut from Virginia state bonds. The original bond agreement stipulated that such coupons were receivable for all state taxes and dues. However, the state tax officer refused the tender, citing a subsequent Virginia statute that specifically prohibited the use of these coupons for this particular tax. Crouch did not contest the constitutionality of the license tax itself or the general jurisdiction of the state court. Instead, he filed a petition for a writ of habeas corpus directly with the U.S. Supreme Court. He argued that his detention was unconstitutional because the statute forbidding the use of coupons impaired the obligation of the state’s contract, in violation of the Contracts Clause of the U.S. Constitution.
