He had previously been appointed to a high-profile “trust position” by a PDP leader. After the rival New Progressive Party (NPP) won the 2008 election, Grajales alleged he was subjected to a campaign of harassment by NPP-affiliated supervisors. The alleged actions included being banished from his home airport, an involuntary transfer to a distant facility without reimbursement, the filing of false charges against him, and threats of termination. Grajales sued the PRPA and six individual supervisors under 42 U.S.C. § 1983, alleging political discrimination. The defendants moved for judgment on the pleadings under Fed. R. Civ.
