tl;dr: The Supreme Court held that New Mexico could not enforce its hunting and fishing laws against non-Indians on the Mescalero Apache reservation because state regulation was preempted by a comprehensive, federally-supported tribal management program.
Legal Significance: This case established that state laws regulating non-member conduct on a reservation are preempted when they conflict with comprehensive tribal and federal regulatory schemes and undermine federal objectives of promoting tribal self-government and economic development.

Case Facts & Court Holding
Key Facts & Case Background
The Mescalero Apache Tribe, organized under the Indian Reorganization Act, resides on a reservation in New Mexico consisting almost entirely of tribally-owned land. With substantial federal funding and direct assistance from federal agencies like the Bureau of Indian Affairs and the U.S. Fish and Wildlife Service, the Tribe developed a comprehensive fish and game management program. This joint federal-tribal effort included creating artificial lakes, stocking them with fish from a federal hatchery on the reservation, and developing a large elk herd from a federally-donated stock. The Tribe enacted its own ordinances, approved by the Secretary of the Interior, to regulate hunting and fishing by both members and non-members, establishing seasons, bag limits, and licensing requirements. These tribal regulations conflicted with New Mexico’s state laws; for example, the Tribe permitted hunting doe deer while the state did not. New Mexico asserted concurrent jurisdiction to enforce its own, often more restrictive, hunting and fishing laws against non-members on the reservation. The state had not contributed significantly to the development or maintenance of the reservation’s wildlife resources.
