Following President Richard M. Nixon’s resignation, Congress enacted the Presidential Recordings and Materials Preservation Act (PRMPA). Title I of the Act directed the Administrator of General Services (GSA) to take custody of Nixon’s presidential historical materials, including tape recordings and documents. The Act mandated the GSA to promulgate regulations for processing these materials, returning purely personal items to Nixon, and determining public access terms. This legislation effectively abrogated a prior agreement between Nixon and the GSA (the Nixon-Sampson agreement) that would have allowed Nixon greater control, including the destruction of certain tapes.
