tl;dr: Federal employees sued for overtime under the FLSA. The court held that the Little Tucker Act provides the sole jurisdictional basis for such monetary claims against the U.S., meaning exclusive appellate jurisdiction lies with the Federal Circuit, not regional circuit courts.

Legal Significance: Establishes that the Little Tucker Act is the exclusive jurisdictional basis for Fair Labor Standards Act monetary claims against the federal government, channeling all appeals of such cases to the U.S. Court of Appeals for the Federal Circuit.

Case Facts & Court Holding

Key Facts & Case Background

Federal employees of the Social Security Administration filed a collective action in the U.S. District Court for the Northern District of Georgia, seeking unpaid overtime compensation under the Fair Labor Standards Act (FLSA). The plaintiffs, residing both within and outside the district, asserted subject-matter jurisdiction under both the general federal question statute, 28 U.S.C. § 1331, and the Little Tucker Act, 28 U.S.C. § 1346(a)(2). The government argued that the Little Tucker Act was the sole basis for jurisdiction and that its specific venue provision, 28 U.S.C. § 1402(a)(1), which requires plaintiffs to reside in the judicial district, applied. The district court agreed, finding the Little Tucker Act’s venue provision controlling, and ordered the claims of all non-resident plaintiffs transferred to the U.S. Claims Court. The plaintiffs obtained an interlocutory certification to appeal the transfer order to the Eleventh Circuit. On appeal, the government challenged the Eleventh Circuit’s appellate jurisdiction, contending that any appeal from a Little Tucker Act case must be heard exclusively by the Federal Circuit.
