A police officer observed Joseph Izzo’s vehicle pull into a closed gas station late at night. After Izzo left, the officer noticed a broken tail lens and an inoperable plate light and initiated a traffic stop. During the stop, the officer smelled alcohol, saw empty beer bottles, and noted Izzo’s watery, bloodshot eyes. The officer then questioned the passenger, Timothy Stutz, who had no identification. Stutz admitted to possessing marijuana in his waist bag and handed it to the officer.
