After Patrick Howell’s arrest, his brother Paul Howell assumed a leadership role. Concerned that a witness to the prior murder, Tammie Bailey, might cooperate with authorities, Paul Howell constructed a pipe bomb to kill her. He concealed the bomb inside a microwave oven, which was then gift-wrapped. The plan went awry when the vehicle transporting the bomb was stopped for a traffic violation by Florida Highway Patrol Trooper James Fulford.
