I applied later in the cycle. Apply as early as possible then spend your time making connections with admissions offices to bump you off the waiting list. It can be helpful if you have more time (since you applied early) to keep that up and make a thoughtful decision. Waiting until later can be stressful b/c you’re cutting it close to scholarship and deposit deadlines. Don’t wait too long and waste money as a result.
