As a re-applicant who got into 0 schools last cycle with a 15(high) LSAT - can confidently say majority of schools who claim a “holistic review” are full of shit. Schools only care about LSAT/GPA and raising their own medians. I was way too naive about this during my first cycle.

If you have the time/ability to take a year and improve your LSAT- do it! You only really have a chance with schools if your LSAT is at or over the median (unless you have significant softs working in your favor). Also, no harm in having another year of work experience and savings.
