A quick definition of festuca:

Term: Festuca

Definition: Festuca is an old word that means a stick or staff that was used as a promise or symbol of ownership. Long ago, people would use a festuca to show that they were serious about keeping their promises or that they owned something. Some people think that the festuca was a strong stick that showed physical power, while others believe it was a small stick with special markings on it. It's hard to know for sure because the meaning of symbols can change over time.

A more thorough explanation:

Definition: Festuca is a historical term that refers to a rod, staff, or stick used as a symbol of ownership or a pledge of good faith in a contract. In Roman law, it was a token of conveyance of land.

For example, among the Franks, the festuca was used as a symbol of physical power and a token of good faith in a contract. It could be a stout staff or a little stick with imprecatory runes cut on it. The festuca was given by one party to another to show that they were serious about their agreement.

The festuca illustrates how symbols can be used to represent something of value, even if the object itself is of little worth. It also shows how different cultures and religions can influence the meaning of symbols over time.

@mastermonkey45: Looking at some of the recent decisions in relation to when they went complete, I'd say it's a good sign. It seems many declines were sent within about 5-6 weeks of completion. Given those were applications that were SENT in January, I'd say that means you're still solidly in the running. :)
