Office of Domestic Preparedness: A part of the U.S. Department of Homeland Security that helps train and equip emergency responders, plan disaster drills, and offer technical assistance to prevent, plan for, and respond to acts of terrorism. A more thorough explanation:

The Office of Domestic Preparedness (ODP) is a unit within the U.S. Department of Homeland Security that helps state and local governments prepare for and respond to acts of terrorism. For example, the ODP might provide funding for a local police department to purchase protective gear for their officers or offer training to firefighters on how to respond to a chemical attack.
