It signifies an "almost" or "as if" in-law relationship.
Example 1: Adoptive Family In-Laws
Imagine Sarah adopts a child, Emily. Years later, Emily marries Mark. The relationship between Sarah (the adoptive parent) and Mark (Emily's spouse) is one of quasi-affinity. While Sarah and Mark are not connected by a direct bloodline or by Sarah's own marriage to Mark's parent, their bond is treated similarly to an in-law relationship because of Sarah's legal adoption of Emily, who then married Mark.
Example 2: Stepparent and Stepchild's Spouse
