A Special Housing Unit (SHU) is a highly restrictive area within a correctional facility designed to isolate inmates from the general prison population. Placement in a SHU is typically an administrative or disciplinary measure, used when an inmate poses a threat to the safety and security of the institution, other inmates, or themselves, or when they have committed serious rule infractions. Inmates in a SHU experience significantly reduced privileges, often including solitary confinement, limited personal property, and restricted access to communal activities, educational programs, and social interaction compared to those in the general population.

Here are some examples of situations where an inmate might be placed in a Special Housing Unit:

• Example 1: An inmate, John, is found to have orchestrated a large-scale contraband smuggling operation within the prison, involving several other inmates and external contacts. During the investigation, prison authorities discover evidence that John was also intimidating other inmates to participate.
