Bradford Jay Barneys, an attorney admitted in New York, Connecticut, and the District of Columbia but not in Maryland, opened a law office in Langley Park, Maryland. He used letterhead and business cards identifying his firm as the “Law Offices of Bradford J. Barneys, P.C.” without noting any jurisdictional limitations on his practice. Over two years, Barneys represented at least five clients in Maryland state courts without being admitted generally or specially. In one notable instance, Barneys arranged a bail bond for a client, Santiago Sanchez, by executing an “Assignment of Settlement Proceeds” from Sanchez’s workers’ compensation case. Barneys led the bail bond agent to believe he represented Sanchez in that matter and controlled the funds, when in fact another attorney handled the case. The actual attorney, unaware of the assignment, disbursed the funds directly to Sanchez, who then absconded, causing the bail bond company a significant financial loss. Furthermore, Barneys made false statements on his Maryland bar application, claiming he practiced only in D.C., and to a bar investigator, claiming he had only represented one client in Maryland. The Attorney Grievance Commission charged him with multiple violations of the Maryland Rules of Professional Conduct (MRPC).
