The District of Columbia had a comprehensive set of firearm regulations that effectively banned the private possession of handguns by prohibiting their registration. The regulations also required any lawfully owned firearm in a home, such as a rifle or shotgun, to be kept “unloaded and disassembled or bound by a trigger lock or similar device.” This rendered them inoperable for immediate self-defense. Dick Heller, a D.C. special police officer, was authorized to carry a handgun while on duty but was denied a registration certificate to keep a handgun at his home for personal protection. Heller filed suit, arguing that the District’s handgun ban and its trigger-lock requirement violated his individual right to possess firearms under the Second Amendment of the U.S. Constitution.
