A more thorough explanation:

ACT OF THE SCOTTISH PARLIAMENT

An act of the Scottish Parliament is a law passed by the Parliament of Scotland, which was created by the Scotland Act of 1998. These laws are usually referred to by the year they were passed, the letters ASP, and a serial number. They are also known as acts of Parliament of Scotland.

One example of an act of the Scottish Parliament is the Smoking, Health and Social Care (Scotland) Act 2005. This law banned smoking in public places in Scotland to protect people from the harmful effects of second-hand smoke.

Another example is the Climate Change (Scotland) Act 2009, which set targets for reducing greenhouse gas emissions in Scotland to help combat climate change.

The examples illustrate how acts of the Scottish Parliament are laws that are created to address important issues affecting Scotland. These laws are passed by the Scottish Parliament and are specific to Scotland, as they are not laws that apply to the whole of the United Kingdom. Acts of the Scottish Parliament are important because they help to shape the legal framework of Scotland and can have a significant impact on people's lives.

@mastermonkey45: Looking at some of the recent decisions in relation to when they went complete, I'd say it's a good sign. It seems many declines were sent within about 5-6 weeks of completion. Given those were applications that were SENT in January, I'd say that means you're still solidly in the running. :)
