Nationality refers to the legal bond that connects an individual or a ship to a particular country.

For individuals, nationality signifies membership in a nation. This relationship typically involves an individual's allegiance to that country and, in return, the country's obligation to provide protection and certain rights. While often used interchangeably with "citizenship," nationality broadly describes this fundamental legal connection to a state.

For ships, nationality describes the formal relationship between a vessel and the country under whose flag it is registered. This registration determines which country's laws govern the ship on international waters and which country is responsible for its regulation and protection.

Here are some examples illustrating the concept of nationality:

• Example 1 (Individual - Diplomatic Protection):

  A person traveling abroad holds a passport issued by Country A. If they face an emergency or legal trouble in Country B, they can seek assistance from Country A's embassy or consulate. This is because their nationality, evidenced by their passport, establishes their legal connection to Country A, entitling them to diplomatic protection and support from their home government while overseas.

• Example 2 (Individual - Rights and Responsibilities):

  An individual born within the borders of Country X automatically acquires Country X's nationality. This legal status grants them specific rights, such as the ability to vote in national elections and hold public office, and also imposes responsibilities, like adhering to Country X's laws and potentially serving in its military, even if they reside elsewhere for a period.

• Example 3 (Ship - International Jurisdiction):

  A large commercial tanker is registered in Liberia and flies the Liberian flag. While sailing in international waters, far from any national coastline, an environmental incident occurs on board. Because the ship's nationality is Liberian, Liberian maritime law would generally apply to the vessel, and Liberia would be the primary authority responsible for investigating the incident and enforcing regulations, rather than the laws of any other country.
