A part-sovereign state refers to a political entity that possesses some, but not all, of the characteristics of a fully independent nation. While it typically exercises significant self-governance over its internal affairs, it lacks complete, unrestricted independence in certain key areas, particularly concerning external relations, defense, or ultimate constitutional authority. This limitation often stems from a formal relationship with a larger, fully sovereign state or an international agreement.

Unlike a fully sovereign state, which has complete and exclusive control over its territory, its people, and its foreign policy, a part-sovereign state operates under some degree of external oversight or shared authority. This arrangement can arise from historical ties, constitutional frameworks, or treaties, granting the entity a high degree of autonomy while reserving ultimate sovereignty or specific powers to another entity.

• Example 1: The Cook Islands in free association with New Zealand

  The Cook Islands are a self-governing parliamentary democracy in the South Pacific. They have their own constitution, parliament, and legal system, and they manage their own internal affairs. However, they are in a relationship of "free association" with New Zealand. This means that while the Cook Islands are responsible for their own foreign policy, New Zealand provides defense and, upon request, assistance with foreign affairs. Cook Islanders are also New Zealand citizens.
