from what I have seen the CRJ was flying a standard stabilized approach to DCA and the blackhawk was flying a standard route but at 400-500ft AGL instead of what it should have 200ft AGL or less

also the blackhawk confirmed that it had visual contact with the CRJ and that it would maintain visual separation, but due to the light pollution may have been looking at something else

Army aviation has huge safety and standard issues considering rotary wings crash once a month on a good day and every other one kills the entire crew. Drones probably crash weekly, I was at a base where a drone decided to take of itself instead of land and fly directly into a person
