I'd understand if they were using weasel words, i.e., "it's unlikely that we will be using our waitlist." We're going to see lots of schools that didn't learn from Notre Dame's mistake. Still, unless these schools are cool with the possibility of having their entire overenrolled entering class poached, they should be playing it safe and not trying to empty their waitlist.

the first sentence of the email is how to withdraw with a hyperlink to the withdrawal form. they go on to say "Consequently, we do not anticipate admitting any students from the waitlist from now through the end of April. If seats were to become available later in the spring or summer, we would expect to admit no more than 10 students from the waitlist."
