A receiving state refers to a state that accepts or takes in individuals, property, or legal jurisdiction from another state, typically under the terms of an interstate agreement, compact, or legal process. It is the destination state in such a transfer or arrangement.

• Example 1: Interstate Compact for the Placement of Children (ICPC)

  Imagine a situation where a child in need of foster care in Arizona has relatives in Colorado who are willing and approved to provide a home. Under the Interstate Compact for the Placement of Children (ICPC), Arizona (the sending state) would initiate a request for the child's placement. If Colorado approves the placement and accepts the child into its jurisdiction for foster care with the relatives, then Colorado becomes the receiving state. It takes on the responsibility for supervising the placement and ensuring the child's welfare within its borders.

• Example 2: Interstate Corrections Compact

  Consider a scenario where the state of Illinois faces severe overcrowding in its correctional facilities and needs to transfer some incarcerated individuals to another state for housing. If the state of Indiana agrees to accept a certain number of these individuals into its prison system, then Indiana becomes the receiving state. Indiana "receives" the prisoners into its correctional facilities and assumes responsibility for their custody and care according to the terms of the interstate compact.
