A quick definition of riparian proprietor:

A riparian proprietor is someone who owns land that borders a river or stream. This person has the right to use the water and the land along the water's edge. Land is an area of three-dimensional space that includes everything growing on it and everything above and below the surface. There are different types of land, such as public land owned by the government, and private land owned by individuals. Some land is used for farming, while other land may have valuable minerals or be used for building houses.

A more thorough explanation:

A riparian proprietor is a person who owns land that borders a stream or river. This person has possession of riparian land, which includes part of the bed of the watercourse or lake.

For example, if John owns a piece of land that borders a river, he is a riparian proprietor. He has the right to use the water for certain purposes, such as fishing or irrigation, and has a responsibility to protect the water quality and the ecosystem of the river.

Another example is a farmer who owns land that borders a stream. The farmer is a riparian proprietor and has the right to use the water for irrigation. However, the farmer must also take care not to pollute the water with pesticides or other chemicals that could harm the ecosystem.

In summary, a riparian proprietor is a landowner who has rights and responsibilities related to a watercourse or lake that borders their property.

@mastermonkey45: Looking at some of the recent decisions in relation to when they went complete, I'd say it's a good sign. It seems many declines were sent within about 5-6 weeks of completion. Given those were applications that were SENT in January, I'd say that means you're still solidly in the running. :)

Sent an app to OSU in early december and have STILL not heard back
