Special 301

Special 301 refers to a specific provision within the Omnibus Trade and Competitiveness Act of 1988, a United States law. This provision mandates that the U.S. Trade Representative (USTR) conduct an annual review and publish a report identifying countries that do not provide adequate and effective protection for intellectual property rights belonging to U.S. companies and individuals. This includes issues like the widespread pirating of copyrighted materials, counterfeiting of patented inventions or trademarked goods, and other forms of intellectual property theft.

Countries identified in the Special 301 report are often placed on various "watch lists" (such as the Priority Watch List or Watch List), indicating that their intellectual property practices are a concern.
