A quick definition of usque ad coelum:

Term: USQUE AD COELUM

Definition: Usque ad coelum is a Latin phrase that means "up to the sky." It refers to the legal principle that the owner of a piece of land also owns the space above the surface of that land. This means that if you own a piece of land, you also own the air above it, all the way up to the sky.

A more thorough explanation:

USQUE AD COELUM

Usque ad coelum is a Latin term that means "up to the sky". It refers to the legal principle that the owner of a piece of land also owns the space above the surface of that land.

For example, if you own a piece of land, you have the right to build a house on it and the airspace above it. This means that no one else can build anything that would interfere with your use of that airspace, such as a tall building or a bridge.

Another example would be if you own a farm and you want to install a wind turbine to generate electricity. You have the right to use the airspace above your land to install the turbine, and no one else can interfere with your use of that airspace.

The examples illustrate the legal principle of usque ad coelum, which gives landowners the right to use and control the airspace above their land. This principle is important in many areas of law, including property law, zoning regulations, and aviation law.

@mastermonkey45: Looking at some of the recent decisions in relation to when they went complete, I'd say it's a good sign. It seems many declines were sent within about 5-6 weeks of completion. Given those were applications that were SENT in January, I'd say that means you're still solidly in the running. :)

Sent an app to OSU in early december and have STILL not heard back
