A quick definition of official newspaper:

An official newspaper is a type of publication that is designated to contain all the public notices, resolves, acts, and advertisements of a state or municipal legislative body. It is a newspaper that is published regularly, usually daily or weekly, and contains news and information of interest to the general public within a certain geographic area. Legal notices, such as class-action notices, are often required by law to be published in a newspaper of general circulation.

A more thorough explanation:

An official newspaper is a type of newspaper that is designated to contain all the public notices, resolves, acts, and advertisements of a state or municipal legislative body. It is a publication for general circulation, usually in sheet form, appearing at regular intervals, usually daily or weekly, and containing matters of general public interest, such as current events.

For example, a city council may designate a specific newspaper as the official newspaper for publishing all public notices, such as upcoming meetings or changes in local laws. This newspaper would be required to publish these notices in order to inform the public.

Another example is a legal newspaper, which contains matters of legal interest including summaries of cases, legal advertisements, legislative or regulatory changes, and local bankruptcy notices. These newspapers are important for lawyers and legal professionals to stay informed about changes in the law.

Overall, an official newspaper is an important source of information for the public and serves as a way to keep people informed about important events and changes in their community.

@mastermonkey45: Looking at some of the recent decisions in relation to when they went complete, I'd say it's a good sign. It seems many declines were sent within about 5-6 weeks of completion. Given those were applications that were SENT in January, I'd say that means you're still solidly in the running. :)
